The legal geography he constructs is one that includes a remarkable cast of characters: millionaire sheep barons, Spanish anarchists, hooded Klansmen, Puerto Rican freedom fighters—or as J. Edgar Hoover, another of the characters in Correia's story would have called them, "terrorists."
